For four years the top of a One Piece set was the same shape: Super Rares for players, Secret Rares and Manga Rares for collectors, and parallels scattered across the rest. Why Bandai introduced it
The commercial logic is legible. As a game matures, the highest rarity stops feeling exceptional: players who have opened forty boxes have seen plenty of Secret Rares, and the tier that was designed to feel like an event becomes routine. Adding a rarity above it restores a top end without reprinting anything or changing gameplay. Every major trading card game has done a version of this — the ceiling gets raised roughly once per era.
Doing it in the fourth-anniversary set is deliberate too. Anniversary sets already get the largest print runs and the most attention, so a new rarity debuting there reaches the widest possible audience of opened packs.
What a new top rarity does to prices
There is a predictable mechanical effect, and it is worth understanding before you buy anything from an OP-17 launch.
- Chase demand concentrates. Everyone chasing the top of the set is now chasing one card instead of spreading across several Secret Rares.
- The tier below softens. Secret Rares in a set with a Treasure Rare are no longer the rarest thing in the box, and prices tend to reflect that.
- Sealed product feels more like a lottery. A large share of a box's headline value sits in a slot you will almost never hit.
- Early prices overshoot. Scarcity plus novelty plus a launch window is the classic recipe for a price that gives back a chunk of itself in month two.
Raising the ceiling does not create value. It moves value from the tier that used to be the ceiling.

Separate the play question from the collect question
If you want to play the card, buy the cheapest legal printing. The Treasure Rare is irrelevant to you.
If you collect, wait out the launch window
The first three or four weeks are the least informative pricing a card ever has. Supply is still arriving.
